ANIMAL CONTROL REGULATIONS GENERALLY

6.04.010 Keeping of certain animals prohibited.

No person shall keep any swine within one hundred (100) feet of any house, schoolhouse, church, street or park. No person shall keep or maintain live swine, or any live pigeons, ducks, geese, hens, chickens, roosters, game birds of any kind, or domestic fowl of any kind within the limits of the city without a written permit therefor from the board of health; and any permit granted for such purpose may be revoked by such board at any time. Nothing in this section shall be construed as to be inconsistent with Section 19-343 of the General Statutes.

6.04.020 Buying and selling live poultry.

A. No person shall engage in the business of buying or selling live poultry in the city, the meat of which is to be sold or used for food, unless a license therefore shall annually be procured from the health officer, the fee for which shall be one hundred and fifty dollars ($150.00) payable by July 1st each year. In the event that the reapplication for license and receipt of payment for such license is not obtained by the department of health on or before July 1st, the license shall increase to three hundred dollars ($300.00). Any such license issued by the health officer may be revoked by the health officer. No license shall be issued until he shall have inspected the premises in which the applicant for such license desires to engage in business and approved of the same.

B. Such premises shall have a cement floor with drain, metal coops, metal containers for bleeding and plucking, and metal or cement walls at least six feet high in the room where slaughtering is done and in the room where poultry is kept. The health officer may require such other equipment and may make such rules and regulations relative to the conduct and operation of such premises as will safeguard and protect the public health. Nothing in this section shall prohibit farmers from selling live poultry raised on their own premises or require a license therefore.

6.04.030 Dogs at large– Violation– Penalty.

A. No person shall permit any dog to be at large in the city at any time. A dog is at large when the animal is: (1) in any public street, alley, park or other public grounds or when off the premises of the owner or person who has custody of said dog, and not constrained by a leash, or (2) outdoors on any private property and not contained by a fence adequate to prevent the dog from leaving the yard or constrained by a leash or dog run adequate for the same purpose.

B. Any person violating the terms of this section shall be fined one hundred and fifty dollars ($150.00) for each offense.

6.04.040 Allowing pet to defecate on public property unlawful.

No person shall permit their pet to defecate upon public property, without properly disposing of the fecal deposit within the limits of the city. Properly disposing will be defined as removal of the same from public property. Persons who violate this section shall be subject to a one hundred and fifty dollars ($150.00) fine.
