NOTICE OF PUBLIC HEARING - ITEM # 27-25

REVENUE BONDS

(JEWISH HOME FOR THE ELDERLY PROJECT)

SERIES 2026

 

The City of Bridgeport, Connecticut (the “City”) will hold a public hearing at 7:00 p.m. on Tuesday, February 17, 2026 before the City Council at the Bridgeport City Hall, City Council Chambers, 45 Lyon Terrace, Bridgeport, Connecticut, 06604, for the purpose of providing a reasonable opportunity for interested individuals to express their views, either orally or in writing, regarding a resolution (the “Resolution”) and the Project (defined below) proposed to be approved by the City Council after the public hearing, authorizing the City’s plan to issue Revenue Bonds of the City not to exceed an aggregate amount of $50,000,000 (the “Bonds”) pursuant to the Connecticut City and Town Development Act, Chapter 114, Section 7-480 et seq. of the Connecticut General Statutes and in accordance with Section 147(f)(2) of the Internal Revenue Code of 1986.  The proceeds of the Bonds will be loaned to The Jewish Home For The Elderly Of Fairfield County, Incorporated (the “Borrower”), a qualified 501(c)(3) entity, for the purposes of: (i) refunding and redeeming all or a portion of the outstanding amount of the City’s Senior Living Facility Revenue Bonds, Series 2014 (Jewish Home for the Elderly Project), dated April 29, 2014, in an aggregate principal amount not exceeding $44,000,000; (ii) refinancing any outstanding amounts in respect to the Borrower’s line of credit loan for (a) the purchase of land located at 2977 Madison Avenue, Bridgeport, Connecticut (the “Madison Avenue Property”), (b) the funding and/or reimbursement of the Borrower for the development and construction of a parking lot on the Madison Avenue Property, and (c) the purchase and installation of a solar photovoltaic system on the building and canopy above the existing parking lot and the new parking lot on the Madison Avenue Property (the “Solar/Parking Lot Project); (iii) financing any remaining costs for the Solar/Parking Lot Project ((ii) and (iii) collectively in an aggregate principal amount not exceeding $6,000,000); (iv) financing the costs of miscellaneous other construction, renovation, improvements, equipment acquisition and installation, and other capital expenditures at the Borrower’s premises; (v) funding capitalized interest on the Bonds, if any; (vi) funding any reserve funds as may be necessary to secure the Bonds; and (vii) paying costs of issuance, any swap termination fees and similar fees and costs, and any credit enhancement fees with respect to the Bonds (collectively, the “Project”).  The City shall not be obligated to pay the principal of, premium, if any, or interest on the Bonds. Neither the full faith and credit nor taxing power of the State of Connecticut or the City of Bridgeport shall be pledged to the payment of the principal of, premium, if any, or interest on the Bonds, nor shall the Bonds be payable out of any funds or properties of the City other than those pledged for the payment thereof.  The payment of principal, premium, if any, and interest on the Bonds shall be secured by a pledge of certain revenues, receipts, funds or moneys derived by the City under the terms of a Loan Agreement, amounts to be deposited in certain funds established by a Loan Agreement, the assets and revenues of the Borrower from any source, including the Project, and by a mortgage and a security agreement on the Facility, including a collateral assignment of leases and rents on the personal and real property of the Project and an assignment of all contract rights and general intangibles of the Borrower with respect to the Project.  The Project is located at 4200 Park Avenue and 2977 Madison Avenue, Bridgeport, Connecticut and will be owned and operated by the Borrower.

At the time and place set forth above, all interested persons may appear and be heard.  In lieu of such appearance, interested persons may submit written comments on or before 4:30 p.m. on Tuesday, February 17, 2026 addressed to the City, c/o Office of the City Clerk, 45 Lyon Terrace, Bridgeport, Connecticut 06604. After the hearing, the City will consider the adoption of the Resolution approving the issuance of the Bonds and the implementation of the Project.

Pursuant to C.G.S. §7-482(l), the Resolution has been filed for public inspection with the City Clerk’s Office, 45 Lyon Terrace, Room 204, Bridgeport, Connecticut 06604.
