The Housing & Community Development Department works to address and mitigate the effects of poverty, homelessness and substandard housing in the city of Bridgeport.
The City of Bridgeport is an entitlement community, thereby receiving federal funding from the federal Department of Housing and Urban Development (HUD) on an annual basis. These funds are distributed to eligible entities through a competitive application process, generally beginning in January of each year. The City distributes the funds to subrecipients, ensuring they adhere to the grant requirements that HUD has outlined.
Programs that the department administers include:
Community Development Block Grant (CDBG)
Emergency Solutions Grant (ESG)
Housing Opportunities for Persons with AIDS (HOPWA)
Homeowner Rehabilitation Program
The City will be accepting applications for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for People With AIDS (HOPWA) from January 7, 2022 through midnight February 11, 2022.
The Department of Housing and Community Development staff will conduct MANDATORY technical assistance workshops to explain the new online application process. These workshops will provide program overviews, a detailed review of the application submission process, program requirements, application review and selection process. Applicants must attend one of the following Zoom technical assistance:

FUNDING CYCLE AND PROCESS
The City accepts funding applications during the open application period, which is typically during January and February. Applications must go through a rigorous review process by staff, Citizen’s Union, and City Council to determine final allocations of funding. Approvals on the final funding allocations are then obtained from the City Council and HUD. It is after these approvals are in place that contracts between the City and subrecipients can be executed and funds begin to be distributed.
