What is this Program?

The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974, as amended. The primary objective is the development of viable urban communities. These viable communities are achieved by providing the following, principally for persons of low and moderate income:

- Decent Housing 
- A suitable living environment
- Expanded economic opportunities

To achieve these goals, the CDBG regulations set forth eligible activities and the national objective that each activity must meet. As recipients of CDBG funds, grantees are charged with ensuring these requirements are met. 
The Community Development Block Grant (CDBG) program provides a number of tools that local municipalities can use to generate jobs, support the growth of business districts and promote overall sustainability of our neighborhoods and economic vitality. CDBG funds provide support to many non-profit public service programs, public facility improvements, housing rehabilitation activities, and economic development activities. 


 

Funding Cycle

The following is a general timeline that the City of Bridgeport follows to access and disburse HUD funds. 

1. December NOFA released by HUD.
2. January Applications open for subrecipients through online portal Neighborly Software.
3. January Mandatory Technical Assistance Workshops for subrecipients.
4. February Applications due.
5. March Public Hearings: Citizen’s Union, City Council.
6. April City Council Approval.
7. May Annual Action Plan submittal to HUD, identifying subrecipient allocations.
8. June HUD approval of Annual Action Plan.
9. July-September City and Subrecipient Contracts executed.
10. August-June Subrecipient reimbursements processed to distribute funds.

Application Checklist

The following information is necessary for successful completion of the application:

  • Unique Entity Identifier (UEI) Number
  • Copy of 501(c)3 certification letter from the IRS
  • Articles of Incorporation
  • Organization By-Laws
  • Organizational Chart
  • List of current Board of Directors members
  • Minutes from the last board meeting
  • Copy of organization’s current budget and previous year’s budget
  • Approval from Board of Directors
  • Approval from Department Head for City of Bridgeport projects 
  • Public Facilities/Housing Project only: 
    1. Project Proposal
    2. Quotes from three contractors with detailed work specifications
    3. Historical Properties require approval from Connecticut State Historic Preservation Office
